Focus on bus electrification in the Americas

The 27th June broadcasting addressed several key topics, including the performance leadership of Latin America in bus electrification and the projected growth of the North American market. Participants will also delve into the effectiveness of funding and financing models in accelerating the transition to electric buses. With the involvement of renowned organizations and players in the field, the event aims to provide a comprehensive understanding of the challenges, opportunities, and insights related to the electrification of bus fleets.

Among the speakers at the VideoSpotlight event we were hounured to feature: Kirt Conrad, CEO of Stark Area Regional Transit Authority, Thomas Maltese, Senior Programme Manager at the Zero Emission Bus Rapid-deployment Accelerator (ZEBRA) Partnership, C40 Cities; Mike Hynes, National Transit Bus Program Manager at CALSTART; Valerio Vadacchino, Head of Global Marketing and Sales – B2G at Enel X; Philippe de La Fortelle, Chief Revenue Officer at PowerUp, and Ian Sample, Associate at Steer. These experts will share their expertise and shed light on various aspects of the electrification movement.

The best practice of Santiago de Chile and Mexico City were among the highlights of the VideoSpotlight. Paola Tapia Salas, Director Metropolitan Public Transport, Ministry of Transport and Telecommunications of Chile, announced that “We are launching a public call for tender aimed at attracting new operators and incorporating a thousand new electric buses next year or in the following years. Secondly, we are issuing technological tenders, which are very important: we need a world-class fleet management system and a ticketing system that is also world-class”.

Fredy Velasquez, Director of Planning, Evaluation and Information Technologies at Metrobùs (Mexico City), stated that “The goal for the following years will be to replace all vehicles with electric ones at an approximate pace of 100 vehicles per year. We hope to achieve 100% of the system transformed into electric vehicles within the next 10 years”.

Among main players in Latin American transition to e-buses there is Enel X, represented by Valerio Vadacchino, Head of Global Marketing and Sales – B2G: “Efforts from Enel X for the decarbonization of bus fleets in Latin America started already ten years ago. We now have almost 1,500 e-buses only in Chile and had the chance to develop a similar project in Colombia, where we are now serving around 900 e-buses in Bogotà”.

On the technological side, Philippe de La Fortelle, CRO of battery analytics company PowerUp highlighted how they were “able to allow a 5 to 10 per cent increase in performance and capacity for a fleet of e-buses just by fine tuning, rebalancing aspects and parameters”, stressing the importance of leveraging battery data to optimize e-bus performances.

Some takeaways, mainly in the area of financing, were summarized by Ian Sample, Associate at consulting group Steer: “The biggest challenge of zero emission buses is related to their higher upfront cost. This create a market for clever providers of financing to come in and provide some structured forms of solutions. I think we are increasingly seeing new forms of financing enter the market as a result”.

Latin America, a performance leader in bus electrification. Why?

The electrification of bus fleets in Latin America has seen significant progress, with over 2,600 battery-powered e-buses already in operation as of December 2022. Cities like Santiago and Bogotà account for more than 85% of the total battery electric vehicle (BEV) fleet in the region. However, further transformations are anticipated, as São Paulo plans to incorporate approximately 2,600 e-buses by the end of 2024 and has banned the sale of diesel buses. Latin America’s success in bus electrification can be attributed not only to the increased adoption of electric buses but also to innovative procurement and implementation approaches.

North America is set to grow!

On the other hand, North America has been slower in terms of electric bus registrations. However, with the Biden administration’s strong push for decarbonization, there is growing momentum in transitioning bus and school bus fleets to electric. In 2022, $1 billion in EPA funding was awarded to support the purchase of over 2,400 zero-emission school buses, out of a $5 billion program.

Forecasts indicate that around 27,000 electric school buses will be built in the United States over the next ten years. Major cities like New York City and Boston have committed to electrifying their school bus fleets fully, with New York City targeting 2035 and Boston aiming for 2030. California is at the forefront of these advancements, leading the way in the transition to zero-emission buses.

With regards to mass transit, North America is expected to experience the highest growth in the market between 2022 and 2027. Factors driving this growth include the increasing demand for electric mass transit solutions, renowned original equipment manufacturers (OEMs) expanding their presence in the region, and government support for the transition.

In a recent Sustainable Bus Tour VideoSpotlight event titled “EU policy framework & transition to zero emission commercial vehicles”, Bruno Lapeyrie, the Director Center of Excellence Energy Transition Bus at Keolis, made a thought-provoking statement regarding the impact of e-mobility on the business model.

The event, held in partnership with Sustainable Truck & Van and featuring key organizations such as UITP, ACEA, IRU, C40, Transport & Environment, provided insights into the transition to zero-emission vehicles within the European legislative framework and roadmap.

Bruno Lapeyrie, Keolis, on business model of electric buses

“The impact of the business model brought by e-mobility is major. With diesel buses, we used to have one-third CAPEX and two-thirds OPEX, but now it’s the contrary for electric. This has several consequences. The first one is quite obvious: the more you drive an electric bus compared to a diesel one, the less expensive it becomes. The second consequence is that if you find a way to extend the lifetime and amortization of the assets, particularly the batteries, you can achieve savings. Even a small extension in their lifespan can quickly make electric buses cost-effective. The third consequence is the increasing importance of the residual value risk at the end of the contract, especially for private operators who require financing. This developments represent a significant paradigm shift, deeply affecting all aspects of business planning and operations”.

Lapeyrie stresses the fact that “the total cost of ownership of an electric bus is still 25 to 30 percent higher”. Another major issue concerns “energy price volatility, especially regarding electricity prices in Europe. This compels us to find different ways to stabilize prices”.

Finally, Keolis representative has been focusing on the relation with manufacturers. “This relation needs to be a mixture of trust and caution more than ever before. We face significant challenges with manufacturers, such as data ownership concerning the batteries, which holds great value. Questions arise about how to collect, store, and utilize this data. There is also pressure to start operating with zero-emission vehicles in our contracts, and it’s often difficult for manufacturers to be reliable and deliver the vehicles on time. The good news is that while there were some reliability issues with electric vehicles in the early years, it is no longer the case. The technologies on the market now exhibit very good reliability”.

Sustainable Bus Tour 2023, the framework

Last year, the number of electric buses registered in Europe surpassed 10,000. The market for zero-emission buses is expected to continue growing, with a 28% increase in Europe in the first half of 2022 compared to the same period in 2021. Electric buses now make up 30% of the city bus market, compared to 22.8% in 2021 and 15% in 2020.

The energy transition is still a major political priority, but challenges such as energy crises, rising inflation, and supply chain disruptions are impacting both manufacturers’ plans and operators’ strategies.

For the first time since 2010, battery pack prices have increased by 7% from 2021 to 2022, according to BloombergNEF. The transportation sector is the only one on track to reduce emissions by 2050. New topics such as flexibility and on-demand transportation are becoming increasingly important, and MaaS (Mobility as a Service) has become a key topic. Investment in driverless technology is also increasing, and their future role in public transportation systems is a topic of ongoing discussion.

April 2023, the first webinar on EU policy framework & transition to zero emission commercial vehicles

The first webinar, scheduled for April, will focus on “EU policy framework & transition to zero emission commercial vehicles“. It’ll be organized together with fellow-media Sustainable Truck&Van.

In fact, the European Commission is expected to revise the CO2 regulation for heavy-duty vehicles this year. The Clean Vehicles Directive is in place since 2021, with quotas for zero emission buses in public tenders. The definition of Euro VII standard is underway and poses specific challenges to the truck segment. From the technological point of view, is the zero emission commercial vehicles market growing at the expected pace? Is still mileage the main concern and the main topic? What about gas-drives? Is retrofit going to really play a role in the transition of public transport? We’ll be taking a stock of the regulatory framework and of the technological achievements, trying to highlight the challenges operators and OEMs are dealing with, involving organizations, industry players, leading carriers.

Electrification in the Americas, in May

In May there will be time to talk about “Electrification of public transport fleets in the Americas. Best practices | Targets | Challenges“.

As of December 2022, there were over 2,600 battery-powered electric buses (e-buses) in operation in Latin America. Santiago and Bogotà alone made up over 85% of the total fleet of electric buses. However, this is expected to change in the future as São Paulo plans to incorporate about 2,600 e-buses by the end of 2024 and has banned the sale of diesel buses. Latin America is considered a leader in bus electrification, largely due to their approach to procurement and implementation.

On the other hand, North America is lagging behind in terms of e-bus registrations. However, the Biden administration is pushing for the decarbonization of bus and school bus fleets. A $1 billion funding from the Environmental Protection Agency (EPA) has been awarded in 2022 as part of a $5 billion program to help school districts purchase over 2,400 electric school buses.

Flexible transportation on the rise, in November at the Sustainable Bus Tour 2023

Last but not least, in November, under the spotlight there will be “End of public transport as we know it? On-demand transportation | autonomous driving | MaaS”.

Subject? Easy to say. Technology has advanced to the point where it can make public transportation more flexible than ever before. On-demand transportation is gaining more attention as new companies enter the market and cities look to improve the efficiency of their transit systems, which are still recovering from the financial impact of the COVID-19 pandemic.

Driverless shuttles are attracting more investment from OEMs and new products are being launched and expected. However, there are still questions about the legal framework for these new technologies.

According to McKinsey, in the future the cost per mile of a driverless taxi trip could be only 20% higher than that of a private non-autonomous car in certain circumstances.

The impact on public transportation systems will depend on the strategies implemented by municipalities and transit agencies. They could either try to build integrated transit systems that combine different modes of transportation, or take steps to make driverless shuttles more appealing than private cars but less appealing than traditional public transit.

MaaS, digitalization, post Covid times

The framework is clear: along with the challenge of energy transition, digitalization is the other key trend affecting the strategies of public transport companies and authorities nowadays. Especially in a post-pandemic framework that sees transit providers striving to get users back: improving user experience and offering easy access to public transport becomes instrumental in order to increase the share of public transport journeys, with cities such as Barcelona – for instance – aiming at a 65% modal share by 2025.

E-bus market in the spotlight: upscale is underway

A look at the market: European countries have witnessed the entry in operation of over 3,000 e-buses in 2021 (+50 percent on 2020). E-buses last year accounted for over 20% of the city bus market (21.7, being specific). It means a constant growth compared to the 12% in 2019 and 15% in 2020.

The 2021 share of e-buses is in line with the 22.5% of zero emission buses mandatory in public tenders in Western European countries (as decided upon the EU Clean Vehicle Directive). On the other side of the Atlantic Ocean, Zero emission bus deployment in the US has been growing 27% in 2021.

A third of the 200,000 buses in European public transport will be zero-emission by 2030, reads a recent report by financial consulting company ING. In that year, according to the firm, zero emission buses will cover two thirds of the new city bus registrations.

The Sustainable Bus 2022

The financial case for zero emission buses is one of the subjects of this year edition of the Sustainable Bus Tour, together with the ways for energy transition out of city centers. Finally, a focus on the other mega trend affecting the future of public transport: digitalization and IT, with a focus on the paradigm of Mobility as a Service.
